SAFE-D Executive Director Clay Avery introduces some of the key concepts and methods for calculating and setting an ad valorem tax rate for Texas ESDs.

This isn’t legal advice – districts will need to consult their own counsel for that – but it’s an introduction into the important concepts ESD commissioners must consider in the property tax-setting process.
