Veteran ESD attorney Ken Campbell — himself an Emergency Services District commissioner and volunteer firefighter — explains the core concepts of volunteer fire departments. Texas A&M's V.G. Young Institute of County Government has certified this training for TWO (2) HOURS of ESD Commissioner Training Credit.
